Understanding DBE / ACDBE
The Wayne County Airport Authority (Airport Authority) receives federal funds for airport improvement projects. As such, the Airport Authority is mandated to have a Disadvantaged Business Enterprise (DBE) Program, which includes Airport Concession Disadvantaged Business Enterprises (ACDBEs). It is the Airport Authority’s policy that DBEs shall have the maximum opportunity to participate in the performance of construction and professional service contracts, and that ACDBEs shall have the maximum opportunity to participate in the performance of concession and management services contracts. The rules and regulations governing the DBE and ACDBE Program are found in Title 49 of the Code of Federal Regulations (CFR), Parts 23 and 26. All contractors performing work for the Airport Authority under federal grant programs are required to take all necessary and reasonable steps, as defined in 49 CFR, Parts 23 and 26, for DBEs and ACDBEs to participate on contracts without discrimination on the basis of race, color, national origin or sex.
The Airport Authority reviews overall goals each year for DBE and ACDBE participation in construction, professional services, concessions and management services contracts. DBE and ACDBE, per 49 CFR Parts 23 and 26, are defined as follows:
- A DBE is a for-profit small business owned and controlled by individuals that are both socially and economically disadvantaged
- An ACDBE is a for-profit concession owned and controlled by individuals that are both socially and economically disadvantaged

Before starting the application for SBE certification, let’s confirm you are ready. Use the checklist below to review required application elements and to prepare for the application process.
SBE Program Application Checklist
- Business in operation for a minimum of one (1) year with signed federal taxes filed and ready for upload
- Gross receipts available for the last three (3) years
- Taxes filed and available for any affiliate firms and partners
- Full-time physical business headquarters located within the ATA
- Proof of physical headquarters location (ex., deed, lease, utility bill)
- W-9 form, if applicable
- EIN number available
- NAICS codes available (click here to check your codes)

Training is recommended, but it is not required. Please make sure to give yourself ample time to complete the training and application process if your company plans to bid on an upcoming solicitation with the WCAA. WCAA SBE Certifications are valid for a period of 3 years and may be renewed provided the eligibility requirements are still met and a new application is submitted. To ensure compliance with the WCAA Procurement Ordinance, the Airport Authority will monitor Small Business Enterprise (SBE) participation on non-federally funded contracts and require the submittal of SBE Participation Progress Reports to facilitate the tracking of funds paid to Airport Authority certified SBEs.

Eligibility Criteria includes:
- Businesses are independently owned and operated and headquartered within the Air Trade Area (Michigan counties: Genesee, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, St. Clair, Washtenaw, and Wayne)
- Average annual gross receipts over the most recent 5-year period OR average number of employees in the preceding completed 12 calendar months (where applicable) that do not exceed the U.S. Small Business Administration (SBA) Size Standards
